With the short journey from North Wales to Liverpool, I think it is fair to say that across the region, we have our fair share of those who would consider themselves to be, at the very least, sympathetic to Merseyside’s red team—whether through family history, proximity or simple attraction to the football on display.
And every week, many will make that journey. They will wonder whether they will be returning with a win, a loss or a draw, but one thing they should never have to consider is whether they will be returning home from the game at all.
Because for 97 individuals and their families on the 15th of April, that was their reality.
Rather than getting the answers that they deserved, they became victims not only of what happened that day, but of one of the greatest miscarriages of justice our country has seen, enabled and carried out by the very State that is meant to protect and serve us.
We have seen the tireless campaigns of the families affected by the Grenfell Tower fire, those who lost loved ones in the Manchester Arena bombing, the bereaved families of the infected blood scandal, and the relatives of those affected by the Post Office Horizon scandal, all seeking what should never have been so difficult to obtain: the truth, accountability and justice.
No matter who you are, if you betray the public’s trust to protect yourself or those around you, you should face the consequences. We can never take away the years of hurt and torment these families have endured in their pursuit of justice, but we can ensure that no family has to go through the same ordeal again.
This includes the life and legacy of David  who lived in Holt.
David was a proud season ticket holder, and his wife Sarah remarked that his loyalty and devotion to “the Reds” was second to none. He would have gone without anything so long as he had his season ticket.
His other great love was his family. He desperately wanted to become a father and dreamed of having a little girl. He believed that would make his world complete, and he had even chosen her name: Samantha.
When Sarah gave birth to Samantha, she was grieving not only for herself, but for the father her newborn daughter would never know.
Ultimately, the true measure of this legislation will not be the support it receives from MPs or from the Government, but whether the families who have fought for so long believe it delivers the justice and accountability they have been denied.
That is why I welcome the Government’s recognition that this confidence cannot be achieved without ensuring that our security and intelligence services can, where appropriate, fall within the scope of scrutiny following major tragedies.
Our national security is, of course, and must always remain, our top priority. I am therefore grateful that a solution has been found that safeguards that principle while ensuring those services are not beyond the reach of this system.
We cannot right the wrongs of the past, but we can and must learn from them and I pay tribute to the families and campaigners whose determination has brought us to this historic moment today.
